  The observation and measurement of various solar phenomena
  are critically reviewed. The relative sunspot numbers are not
  purely a solar measure but are strongly affected by the Earth's
  heliocentric position. Reduction to standard conditions is shown to be
  possible. The survey of faculae, flares, and prominences (filaments),
  still unsatisfactory, will be greatly improved by the world-wide use
  of the Lyot filter with automatic cameras and by the application
  of photo-electric photometry. Also, the daily photometry of the
  corona, at present mostly made visually, will gain in accuracy and
  in observing days per year by the use of a photo-electric method as
  proposed recently by Lyot. Solar magnetic fields in spots and outside
  the spot-belts will be important components of future solar surveys,
  suitable instruments already being available. The survey of the Sun's
  radio emission is already fairly complete. The intensity of solar
  radiation in the far ultra-violet as revealed daily by the measurable
  ionospheric electron densities could be obtained on an absolute scale by
  calibration through a few direct rocket measurements at heights above
  100 km. The corpuscular radiation of the Sun is strongly disturbed in
  the vicinity of the Earth. Terrestrial observations therefore give no
  reliable solar measure. It seems as if better results can be obtained
  by observing the effects of this radiation on comet tails and on the
  brightness of the zodiacal light.

  A photoelectric instrument is described for the detection of small
  Zeeman effects, based on the measurement of the total polarization
  in the wing of the Fe line X 525O.2t8. This instrument, when attached
  to the grating spectrograph of the Mount Wilson 150-foot solar tower,
  gave no indication of a general field of the sun (spring, 1951). The
  upper limit set is about 1 gauss for the longitudinal field. Certain
  patches are observed having a field of a few gauss but containing no
  sunspots. These fields show a fine structure indicating the occurrence
  of peak fields of more than 20 gauss, even outside the spot belts. The
  results presented have a preliminary character.

  and the geomagnetic action analyzed. The emission of the storm-producing
  corpuscles is discussed in terms of the Milne-mechanism acting on Ca II
  ions, based on modern data on flares and on the chemical composition
  of the solar atmosphere. The long-lived streams of solar corpuscles
  producing moderate disturbances of the earth's magnetic fields are
  identified with invisible extensions of the coronal streamers. They
  can be quantitatively understood as an evaporation of coronal protons
  into space. The unobservable M-regions are probably associated with
  the coronal streamers.

  It will be shown that the cosmic radiation in our galaxy is of
  sufficient power to explain the general galactic noise in the
  meter-wave band. It is now known that this galactic radio emission is
  not a thermal free-free radiation of interstellar gas, as was first
  believed, since the electronic temperature would then have to be of
  the order of 100,0000. All spectroscopic evidence leads to values
  around 10,0000. Stars could be considered as sources only under
  very artificial assumptions. The observed intensities, which have
  to come from the outermost layers of stellar atmospheres, could not
  be black-body radiation and might be understood in terms of coherent
  plasma oscillations of extended regions. The formation and maintenance
  of these oscillations are hardly possible in a stellar atmosphere. We
  assume that, at least inside interstellar clouds, an equilibrium is set
  up between turbulent and magnetic field energy. Therefore fields of the
  order of 10-6 gauss are expected. An energetic electron with energy
  W m0c2, which circulates in this field must radiate electromagnetic
  energy. But there is an important difference between a slow electron,
  which will emit the Larmor-frequency, and an electron moving with
  nearly the speed of light. The latter will radiate energy only in
  a very narrow cone in direction of its motion. An observer at rest
  will therefore receive radiation only when within this cone. This will
  occur during a very short period, which corresponds to a frequency much
  higher than the classical Larmor-frequency i The mean ergiebigkeit of
  electromagnetic radiation of frequency v which will be produced by the
  action of many cosmic ray electrons of density n will then be E(v)d =
  uedP for o Y e, where R is the radius of an electron's circular orbit
  and v = ~vo (${2 )3. This intensity increases slowly with frequency
  until = e and then decreases rapidly. In order to estimate fle, we
  note that there must be a certain number of them in cosmic radiation
  as a direct consequence of ionization losses of protons and heavier
  primaries in interstellar space and of electron pair production by
  encounters of protons and thermal starlight photons. Interaction
  with these photons also eliminates the high-speed electrons. The non-
  observation of cosmic ray electrons on the outer boundary of the earth's
  atmosphere therefore does not exclude the existence of electrons in
  interstellar space far away from the sun. However, from the east-west
  asymmetry of cosmic rays it has been concluded that less than 10 per
  cent of incoming charges could be negative. We assume, therefore, that
  there is about one electron per 100 cosmic ray particles. Electrons
  with energies very much higher than io6eV are hardly to be expected,
  because of their strong radiation losses in accordance with the formula
  given above. We therefore assume W= io5eV. The total emission of such
  an electron gas in a column of length D at v = 100 Mc will be then of
  the same order as measured by Reber, Hey, Parson, Philips and others,
  if D 1000 light years. It is reasonable that this figure is smaller than
  the diameter of the galaxy, since the well-established cloudy structure
  of interstellar material, and therefore of the associated magnetic
  fields, would indicate that the emission of galactic radio noise takes
  place in a relatively small fraction of the galaxy. The general radio
  emission shows some relation to the general visible structure of the
  galaxy, but the correlation with the stars or other galactic objects
  is rather poor. This conclusion favors Fermi's hypothesis that cosmic
  rays and galactic matter have more or less the same distribution,
  cosmic rays being created in space and not by the stars. A relation
  between radio emission and cosmic rays has previously been suggested by
  Alfv6n for the special case of so-called radio stars, nvisible discrete
  centers of strong radio emission. This interesting suggestion, which
  has stimulated the above analysis and which seems to be in need of
  re-examination, would favor the opposite view represented by Teller,
  that discrete galactic objects are the sources of cosmic radiation or

  It is shown that the solar filaments are sources of a slow corpuscular
  radiation; this radiation travels to the earth in 3-4 days after the
  filaments have passed the central meridian (Figs. 7 and 9). The mean
  velocity is therefore about 500 km/sec. Filaments in higher heliographic
  latitudes, up to 300, contribute to this radiation, especially around
  the sunspot minimum. Filaments near sunspots have no influence on the
  geomagnetic field. When the relative sunspot num- ber, R, exceeds a
  critical value, the correlation between filaments and the intensity
  of the corpuscular radiation reaching the earth practically disappears
  (Figs. 3-6, 7, and 8). Coronal patches, bright in X 5303, have an effect
  similar to that of sunspots but even more pronounced; this is shown by
  observa- tions covering three years (Figs. 10 and 12). Assuming that
  the filaments are supported by radiation pressure of La, we estimate
  the acceleration of an H-atom which has escaped by diffusion from
  the filament and is now exposed to the full La flux. In calculating
  the acceleration, the La profile and the gradually increasing Doppler
  shift are allowed for. The final velocity will depend on the lifetime
  of the atom, which is determined by the ionization probabil- ity and
  therefore by the intensity of the Lyman continuum. The latter may
  be estimated from the elec- tron concentration in the terrestrial
  ionosphere. The resulting final velocity is about 500 km/sec,
  in agreement with observation. The fact that sunspots destroy the
  correlation between the received corpuscular radiation and the fila-
  ments'is explained by assuming that the magnetic field of the sunspots
  deflects the corpuscles. Simple cal- culations show that this assumption
  is justified. The behavior of bright coronal patches, being similar to
  that of the "magnetically effective areas" around sunspots, indicates
  that these two types of regions are probably identical; this conclusion
  is confirmed by Figure 13, which contains synoptic maps of the coronal
  intensities (X 5303), the filaments, and the spots of different types

  few metres sometimes deviates extraordinarily from that for a black
